The 'breathing' cyan circle just indicates that your Oak is connected to Particle (and thus should be working fine).

Can't help you with the "Error : Selected device is no longer available on this account, please run this tool from the command line to select a device." other than to say I had the same problem when my Internet connection flaked out all of a sudden the other week, and just happened to coincide with uploading some new code to an Oak (I hate you Murphy!!). OakCLI spat the dummy the same way, and when my Internet came back up a few minutes later, I had to run it manually so I could enter my particle credentials again, and select which device to upload to. Was fine after that.

Came back from work, went through the setup process fresh again, and it worked! No idea what was wrong before but it seems to function fine now.
