Title: Is the bluetooth shield needed?

As the title suggests I was wondering if the shield is required for the bluetooth dongle.  I noticed it has the two resistors between the TX/RX lines, so I assume there is some level shifting. 

And as a followup question, the shield has two rows at the end that are inverted. Is it okay to use either row, assuming I rotate the dongle?

The bluetooth shield just provides an easy way to connect the module. The module has level shifting on it for the surface mount module attached to it.

The two rows for the header match the pinout of the BT and BLE modules - they are labeled as for which is which.
