I tried for an hour to get the DigiSpark's to work. I just got 2 with 3 shields and soldered everything up. I plug it in the PC registers it for a second as "Unknown Device" then drops it from the device manager. The DigiSpark is still running and with the RGB shield on it seems like it is running a sample program that cycles through the colors, so I assume they work.
I have the drivers installed. I even forced the drivers as described in this post (http://digistump.com/board/index.php/topic,248.0.html).
I found and followed advice on the thread as well (http://digistump.com/board/index.php/topic,239.30.html).
Still nothing.
I am running Windows 8.1 64-bit on a fairly new system 3rd gen i5 Z77 board with USB3.0
I don't own any powered hubs any longer so I can't try that. I removed all usb devices and restarted only plugging in the digispark and still not working.
There are still plenty more things I can try but having a direction and a check list will get this solved faster.

I managed to find a powered hub and got the same results.
There are only 3 possibilities left.
My motherboard USB hub doesn't support it.
Both boards are faulty.
I damaged something while soldering.
Though for 2 & 3. The boards can control a RGB and both on-board LED's work.

I run windows 7 64bit. I have the same problem with usb3.0, and I found it work well on usb2.0. I suggest you try usb2.0.
