I have designed a radio around the sx1276 that is a smaller footprint than the digispark.
I have built my own libraries.
I would like to bundle the digispark & radio into a single device.
As i wish to lease these devices, what are my obligations & licensing requirements , & are there any royalties involved ?

I suspect you won't have any licensing issues, but your best bet is to email Erik via support (a-t) digistump (d-o-t) com and see what he says.
