powering other devices through the USB connector

If I power my digispark through the VIN, is there a way to draw current from the USB connector and at the same time use the USB for data.

I don't understand your problem.   Is your VIN-power to weak or why you think about additional current?  Can you explain your problem a little more in detail?

If you plan to connect power consuming devices (like LED chains) to the digispark, you should always power them direct and connect only GND to the digispark for signaling.
If you need current from two sources, something is wrong.

The usb connector has a diode to prevent backflow to it - so you can't use the Digispark regulator to power something attached to it.

You can connect to the 5v pin (and GND) or you could bridge the large diode (D1) - obviously do so at your own risk, don't plug into your computer while externally powered if you do.
